About This Job

The Assistant Manager – Development & Studies is responsible for supporting the planning, assessment, development and implementation of strategic port development initiatives, feasibility studies, business cases and projects that contribute to PTP's operational optimization, capacity enhancement and long-term growth.

The role works closely with the Senior Manager and Project Managers to evaluate business and operational requirements, develop appropriate technical solutions, assess project feasibility and translate development requirements into structured and executable projects.

The incumbent will support complex projects and independently manage projects of appropriate scale and complexity throughout the project lifecycle, from initiation, feasibility assessment and planning through implementation, monitoring, commissioning and closure, in accordance with PTP's established project implementation framework.

The role also supports the continuous development of the Port Development Master Plan and evaluates emerging technologies, systems and solutions that may improve port equipment utilization, productivity, capacity and operational efficiency.

All projects and development initiatives shall be planned and executed with appropriate consideration of safety, cost, schedule, scope, quality, regulatory compliance and stakeholder requirements.

Key Responsibilities

i. Development Planning & Feasibility Studies

  • Plan, coordinate and undertake feasibility studies for proposed port development, infrastructure, equipment, technology and operational improvement initiatives.
  • Evaluate the technical, operational and implementation feasibility of proposed development concepts.
  • Conduct preliminary assessments covering project requirements, constraints, alternatives, risks, costs and expected benefits.
  • Translate operational and business requirements into clear development concepts, project scopes and implementation requirements.


ii. Development Proposal & Business Case Preparation

  • Develop and coordinate Development Proposals, Business Cases, concept papers and investment justification documents for proposed projects.
  • Establish clear project objectives, business rationale, scope, assumptions, options, estimated costs, expected benefits, risks and implementation requirements.
  • Consolidate technical, operational and commercial inputs from relevant stakeholders.


iii. Project Management & Delivery

  • Support the Senior Manager and Project Manager in the planning and delivery of assigned projects.
  • Lead and independently manage projects of appropriate scale and complexity based on PID's Project Implementation Framework, from initiation through closure.
  • Establish project scope, objectives, deliverables, milestones, timelines and resource requirements.


iv. Port Master Planning & Integrated Development

  • Assist the Senior Manager in updating and maintaining the Port Development Master Plan.
  • Support integrated planning between infrastructure, equipment, systems and operational development requirements.
  • Assess how individual projects interface with existing and future port infrastructure and operations.


v. Technology & Port Equipment Optimization

  • Explore emerging technologies and solutions relevant to port equipment, infrastructure and operational systems.
  • Assess opportunities for equipment automation, digitalization and technology-enabled operational improvement.
  • Coordinate technical assessments and proof-of-concept activities where appropriate.


vi. Stakeholder Management

  • Establish and maintain effective working relationships with internal project owners, Heads of Department and relevant functional stakeholders.
  • Ensure project objectives, scope, responsibilities, deliverables and expectations are clearly communicated and understood.


vii. Contractor, Consultant & Vendor Management

  • Manage and coordinate consultants, contractors and vendors appointed for assigned studies and projects.
  • Ensure external parties clearly understand contractual scope, technical requirements, deliverables and timelines.
  • Monitor performance against agreed contractual requirements and project expectations.
  • Coordinate on-site activities involving contractors and consultants where applicable.
  • Address performance issues, project conflicts and non-compliance with contractual requirements.


viii. Contract & Commercial Management

  • Support the preparation, administration and monitoring of project contracts.
  • Ensure agreed work standards, deliverables and outcomes are achieved in accordance with contractual requirements.
  • Monitor contractual obligations and performance throughout project implementation.
  • Review variations, contractual issues and claims arising during project execution.


ix. Budget & Cost Management

  • Support preparation of project budgets, preliminary cost estimates and expenditure forecasts.
  • Monitor project expenditure and financial commitments against approved budgets.
  • Track project activities against agreed financial parameters and cost tolerances.
  • Identify potential cost overruns and recommend appropriate mitigation measures.


x. Project Risk Management

  • Identify technical, operational, commercial, financial, regulatory, safety and schedule risks associated with development initiatives and projects.
  • Establish and maintain project risk registers where applicable.
  • Assess the likelihood and potential impact of identified risks.
  • Develop appropriate mitigation and contingency strategies.
  • Monitor risk mitigation actions throughout project implementation.


xi. Safety Management

  • Ensure applicable PTP safety standards, policies and procedures are incorporated throughout the project lifecycle.
  • Ensure contractors, consultants and other relevant stakeholders comply with applicable safety requirements.
  • Work with relevant safety stakeholders to identify and manage project-related hazards.


xii. Regulatory & Statutory Compliance

  • Ensure projects and development activities comply with applicable laws, regulations, standards and statutory requirements.
  • Identify regulatory approvals and permits required for project implementation.
  • Coordinate with relevant authorities and internal functions to obtain required approvals.


xiii. Project Documentation & Governance

  • Maintain complete and accurate project documentation throughout the project lifecycle.
  • Ensure appropriate documentation of project scope, plans, contracts, financial records, approvals, meeting records, correspondence and decisions.
  • Maintain appropriate document control and traceability.


xiv. Reporting & Management Information

  • Prepare regular project progress reports for the Senior Manager or Project Manager and relevant stakeholders.
  • Report performance against approved scope, schedule, budget, quality and other agreed project parameters.


Requirement

i. Academic Qualification

  • Bachelor's Degree in Engineering, Computer Science, Mechatronics, Project Management or another relevant technical discipline.
  • Postgraduate qualification in Engineering, Project Management, Business Administration or related field would be an added advantage.
  • Project Management Professional (PMP) certification or equivalent recognized Project Management certification is preferred.


ii. Experience

  • Minimum 6 years of relevant working experience in Project Management, equipment automation, systems development or related technical/project environments.
  • Demonstrated experience managing projects of varying levels of complexity.
  • Experience undertaking or coordinating feasibility studies and development planning would be advantageous.
  • Exposure to infrastructure, engineering, equipment, automation or technology-related projects.
  • Demonstrated experience managing multidisciplinary stakeholders.
  • Experience working with consultants, contractors and vendors.
  • Exposure to project budget, contract and risk management.
  • Proven ability to establish and maintain effective relationships with key stakeholders.
  • Demonstrated ability to work independently while effectively collaborating within multidisciplinary project teams.
  • Experience within port, terminal, logistics, infrastructure, engineering, manufacturing or other asset-intensive operational environments would be an added advantage.
