Job Role

The Senior Engineering Manager is responsible for leading all engineering, design coordination, and technical management activities across construction projects to ensure safe, efficient, and successful project delivery.

The role is accountable for developing and reviewing construction methodologies, driving design optimisation, ensuring buildability, and coordinating multidisciplinary engineering activities with consultants, authorities, subcontractors, and project stakeholders. The Senior Engineering Manager provides technical leadership throughout the project lifecycle, from design development and tender support through construction, testing, commissioning, and project completion.

The candidate must possess strong leadership, communication, and presentation skills to effectively engage clients, consultants, authorities, and internal stakeholders. The role requires extensive experience in managing engineering and construction activities across a broad range of developments, including commercial buildings such as healthcare facilities, mixed-use developments, industrial facilities, warehouses, research facilities, and residential projects.

As a key member of the project leadership team, the Senior Engineering Manager shall advise management and project stakeholders on engineering solutions, project risks, buildability, construction sequencing, quality requirements, and technical challenges to ensure successful project outcomes. The role also drives the adoption of innovative engineering solutions, digital construction technologies, and continuous improvement initiatives within the organisation.

Job Description

  • Lead and manage all engineering, design coordination, and technical activities throughout the project lifecycle.
  • Develop, review, and implement engineering strategies, construction methodologies, temporary works solutions, and buildability proposals.
  • Coordinate closely with clients, consultants, authorities, subcontractors, and project teams to resolve design and technical issues in a timely manner.
  • Provide technical leadership and guidance to engineering, construction, BIM, and site teams. Review and manage engineering deliverables, shop drawings, method statements, technical submissions, and construction documentation.
  • Ensure compliance with project specifications, statutory regulations, authority requirements, contractual obligations, and company standards.
  • Identify, assess, and mitigate engineering and construction risks throughout all project phases.
  • Monitor design development and construction progress, ensuring timely resolution of engineering issues impacting project schedules.
  • Lead value engineering and design optimisation initiatives to improve constructability, productivity, quality, and cost efficiency.
  • Support project planning and construction teams in developing realistic construction sequences and resource requirements.
  • Coordinate statutory authority submissions and approvals with relevant stakeholders to prevent project delays.
  • Ensure engineering activities are carried out in accordance with Company Quality Management Systems and ISO requirements.
  • Promote and enforce the company's Environment, Health and Safety (EHS) policies and project-specific safety requirements.
  • Drive the implementation of BIM, digital construction technologies, and innovative engineering solutions to enhance project delivery.
  • Regularly report engineering progress, technical risks, and key project issues to the Project Director and senior management.
  • Mentor and develop engineering personnel to strengthen technical competency and succession planning within the organisation.

Job Requirements

  • Bachelor's Degree in Civil Engineering, Structural Engineering, Building Construction Management, or a related discipline. A Master's Degree will be advantageous.
  • Minimum 15 years of relevant experience in the construction industry, with at least 8 years in engineering management or senior project engineering roles for major building projects.
  • Proven experience in large-scale construction projects valued at S$500 million and above.
  • Strong knowledge of construction methodologies, buildability, temporary works, design coordination, and engineering management practices.
  • Familiarity with Singapore statutory requirements and authority processes, including BCA, SCDF, PUB, LTA, MOM, and relevant approval procedures.
  • Experience in BIM implementation, digital construction technologies, and engineering innovation initiatives.
  • Strong analytical, problem-solving, leadership, presentation, and stakeholder management skills.
  • Excellent communication skills with the ability to engage effectively with clients, consultants, authorities, and multicultural project teams.
