Safety Officer (Workplace Safety and Health Officer) –Job Scope

The Safety Officer is responsible for ensuring a safe andhealthy working environment for employees involved in the installation,commissioning, maintenance, and servicing of heavy machinery and industrialequipment.

Key Responsibilities

  1. Workplace Safety Compliance
  • Ensure compliance with the Singapore Workplace Safety and Health (WSH) Act and all relevant regulations.
  • Monitor adherence to company safety policies, client safety requirements, and site rules.
  1. Risk Assessment and Safe Work Procedures
  • Conduct and review risk assessments for machinery installation, lifting operations, working at height, confined space work, electrical work, hot work, and other high-risk activities.
  • Develop, implement, and review Safe Work Procedures (SWPs) and Method Statements.
  1. Site Safety Inspections
  • Carry out regular safety inspections at project sites.
  • Identify unsafe acts and unsafe conditions, and ensure corrective actions are implemented promptly.
  • Monitor housekeeping standards and workplace safety practices.
  1. Permit-to-Work (PTW) Management
  • Coordinate and monitor Permit-to-Work requirements, including:
  • Hot Work
  • Lifting Operations
  • Work at Height
  • Confined Space Entry
  • Electrical Isolation (LOTO), where applicable
  1. Heavy Machinery Installation Safety
  • Ensure safe installation, positioning, alignment, testing, and commissioning of heavy machinery.
  • Monitor lifting plans and crane operations.
  • Verify that lifting equipment, tools, and rigging gear are inspected and certified before use.
  1. Incident Investigation
  • Investigate workplace accidents, incidents, near misses, and dangerous occurrences.
  • Prepare investigation reports and recommend preventive and corrective actions.
  1. Safety Training and Toolbox Meetings
  • Conduct safety induction programmes for new employees and subcontractors.
  • Organise daily toolbox meetings and safety briefings.
  • Promote safety awareness and safe work practices.
  1. PPE and Equipment Management
  • Ensure appropriate Personal Protective Equipment (PPE) is available and properly used.
  • Monitor the inspection and maintenance of safety equipment and emergency equipment.
  1. Emergency Preparedness
  • Develop and maintain emergency response procedures.
  • Coordinate emergency drills and ensure emergency equipment is readily available.
  1. Documentation and Reporting
  • Maintain all safety records, inspection reports, training records, risk assessments, SWPs, permits, and statutory documentation.
  • Prepare safety reports for management and clients.
  1. Contractor and Client Coordination
  • Liaise with clients, project managers, subcontractors, and regulatory authorities on workplace safety matters.
  • Attend site coordination and safety meetings.
  1. Continuous Improvement
  • Promote a positive safety culture throughout the organisation.
  • Recommend improvements to safety systems, procedures, and operational practices.

Requirements

  • Registered Workplace Safety and Health (WSH) Officer (where required under Singapore regulations).
  • Strong knowledge of the WSH Act and relevant Codes of Practice.
  • Experience in engineering, industrial plant, or heavy machinery installation projects.
  • Familiarity with lifting operations, crane safety, rigging, Lock Out Tag Out (LOTO), work at height, and permit-to-work systems.
  • Good communication, problem-solving, and report-writing skills.
