Job Description

Responsibilities

We are seeking a qualified and experienced Senior Technical Superintendent to join our technical team. The successful candidate will support an international Ship Registry by overseeing statutory compliance, technical case management,Port State Control (PSC), Flag State Inspection (FSI), Recognized Organization(RO) coordination, casualty investigations, and other Flag State responsibilities.

The role requires strong technical judgment, excellent communication skills, and the ability to manage multiple vessel cases while ensuring compliance with international maritime conventions and Flag State requirements.

Preferred Qualification

This is a senior position and the candidate should possess a Marine Engineer COC class 1 with 2 years sea service as an engineer.

Main Responsibilities

1.      Technical Assessment of Vessel Applications

Review and evaluate applications for vessel registration and other technical submissions, including vessel age, class status, statutory certification, detention history, casualty records, alterations, conversions,and overall technical risk, and provide recommendations to the Registry.

2.     Technical Advisory to the Registry

Provide technical advice and recommendations to the Registry on vessel registration, statutory compliance, exemptions, casualty investigations, enforcement actions, and other Flag State matters.

3.     Vessel Compliance Management

Manage the technical and statutory compliance of vesselsunder the Registry by monitoring statutory certification, surveys, audits,P&I insurance, PSC performance, FSI requirements, and outstandingdeficiencies.

4.     Stakeholder Coordination

Coordinate with ROs, Classification Societies, shipowners,managers, surveyors, insurers, and other stakeholders on surveys, audits,statutory certification, exemptions, equivalencies, technical approvals, andother compliance matters.

5.     Flag State Technical Administration

Prepare and review technical correspondence and Flag State approvals, including attestations, dispensations, exemptions, technical authorizations, and other statutory documentation.

6.     Technical Case Management

Manage technical cases including PSC inspections and detentions, casualty investigations, MLC complaints, accidents, incidents,technical non-compliance, and ensure timely implementation of corrective actions.

7.     Operational Risk Monitoring

Monitor vessel trading patterns and identify high-risk operations requiring additional Flag State oversight, including FSI, pre-PSC inspections, and other preventive measures.

8.     Regulatory Records & Reporting

Maintain accurate technical records and ensure timely updates to the Registry's management system, IMO GISIS, IMSAS records, and other regulatory reporting platforms where applicable.

9.     Quality &Continuous Improvement

Support the continual improvement of the Registry's technical procedures, compliance systems, and quality management processes.

Candidate Profile

The ideal candidate should have:

1.     Strong shipboard operational and technical knowledge.

2.     Sound understanding of international maritime conventions, Flag State responsibilities, statutory certification, and RO/Class procedures.

3.     Experience handling PSC inspections,detentions, vessel deficiencies, audits, and technical compliance matters.

4.     Excellent analytical and problem-solving skills with sound technical judgment.

5.     Strong communication and report-writing skills in English.

6.     Ability to manage multiple cases simultaneously while meeting deadlines.

7.     Strong attention to detail,follow-up discipline, and organizational skills.

8.     Ability to identify, assess, and escalate high-risk cases promptly.

9.     A professional, proactive, and service-oriented approach when dealing with shipowners and industry stakeholders.

Salary Range:

S$7,000– S$8,000(commensurate with qualifications and experience)
