Job Role


The Assistant Quantity Surveying Manager is responsible for managing the commercial and contractual aspects of assigned construction projects from pre-contract through post-contract stages. He/She oversees quantity take-offs, cost planning, tendering activities, procurement processes, contract administration, and final accounts to ensure projects are delivered within budget while meeting contractual obligations.


He/She supports the Quantity Surveying Manager in developing commercial strategies, monitoring project profitability, and identifying cost-saving opportunities. He/She provides guidance and technical support to Senior Quantity Surveyors and Quantity Surveyors, reviews their work, and ensures compliance with company policies, contractual requirements, and industry standards.


He/She works closely with clients, consultants, contractors, subcontractors, suppliers, and internal project teams to resolve commercial matters, negotiate contractual issues, and support project delivery.


He/She is analytical, commercially astute, and possesses strong leadership, negotiation, and communication skills. He/She is able to manage multiple projects independently while mentoring junior staff(s). He/She will typically be stationed in the office and travel to project sites as required.


Key Responsibilities

Prepare Measurements and Tender Documentation

  • Review and validate quantity take-offs using Building Information Modelling (BIM) and quantity surveying software.
  • Review Bills of Quantities (BQ), Schedule of Rates (SOR), preliminaries, and trade preambles.
  • Review technical specifications and tender / contract documentation prepared by consultants.
  • Ensure accuracy of quantity measurements, admeasurements, and re-measurements.
  • Review tender documentation for completeness and contractual compliance.
  • Provide technical guidance to Quantity Surveyors during tender preparation.


Drive Cost Planning and Control

  • Prepare and review project cost estimates, budgets, and cost plans.
  • Monitor project budgets and forecast project costs and cash flow.
  • Analyse project cost performance and recommend cost-saving initiatives.
  • Review lifecycle costing and value engineering proposals.
  • Prepare and review periodic commercial and profitability reports.
  • Identify commercial risks and recommend mitigation measures.
  • Advise project teams on alternative construction methods to optimise project costs.


Define Tender and Procurement Strategies

  • Support procurement planning and subcontractor sourcing strategies.
  • Review tender invitations and procurement documentation.
  • Evaluate tender submissions and prepare tender comparison reports.
  • Participate in tender negotiations and subcontract award recommendations.
  • Ensure procurement activities comply with contractual and company requirements.


Manage Post-Contract Administration

  • Review and certify interim payment claims and payment recommendations.
  • Assess variation orders, extension of time (EOT), and contractual claims.
  • Review and negotiate final accounts with clients and subcontractors.
  • Monitor contractual compliance and commercial risks.
  • Support dispute resolution and contract negotiations.
  • Lead commercial meetings with project stakeholders.
  • Prepare management reports on project profitability and financial performance.
  • Supervise and mentor Senior Quantity Surveyors and Quantity Surveyors.


Requirements

  • Bachelor's Degree or Diploma in Quantity Surveying, Building, Construction Management, Civil Engineering, or a related discipline.
  • Minimum 7–8 years of relevant quantity surveying experience in the construction industry.
  • Strong knowledge of pre-contract and post-contract quantity surveying practices.
  • Experience in cost planning, tendering, procurement, contract administration, variation orders, and final accounts.
  • Proficient in Microsoft Office and quantity surveying software (e.g. CostX, Glodon, Cubicost, or equivalent).
  • Good analytical, negotiation, communication, and problem-solving skills.
  • Ability to manage multiple projects independently and supervise junior Quantity Surveyors.
