To support the planning, sourcing, onboarding, mobilisation, engagement and demobilisation of project manpower for FPSO projects, ensuring timely delivery of competent resources in line with project requirements, HR policies, third-party manpower arrangements and project execution schedules.
Project Sourcing & Recruitment
Support the HR Project Manager in delivering manpower sourcing and recruitment activities based on the approved project organization structure, ramp-up plan and project schedule requirements.
Coordinate with project management, discipline leads and hiring managers to clarify role requirements, job descriptions, qualifications and candidate suitability criteria.
Use SAP and other applicable systems to prepare purchase requests, track manpower-related approvals and liaise with relevant support administrators.
Liaise with approved third-party manpower agencies to source, shortlist and submit suitable candidates for project contract positions.
Determine applicant requirements by reviewing job descriptions, job qualifications, project experience requirements and manpower mobilisation needs.
Conduct first-level screening of candidates against technical suitability, project experience, availability, commercial expectations and contractual requirements.
Organise and coordinate interviews, candidate assessments, feedback consolidation and selection follow-up with hiring managers and manpower agencies.
Assess applicants' relevant knowledge, skills, experience and readiness to support project execution requirements.
Prepare compensation proposals, offer documentation and contract-related administration in accordance with approved salary guidelines and HR governance requirements.
Coordinate onboarding activities to ensure selected candidates are ready for project mobilisation, including documentation, induction and project access requirements.
Maintain ongoing communication with third-party manpower agencies on candidate submissions, contractual arrangements, service delivery and manpower administration matters.
Manage resignation, demobilisation and exit clearance processes for third-party project personnel.
Maintain accurate manpower records, recruitment status tracking, candidate databases and agency submission records for reporting and audit purposes.
Global Mobility
Coordinate with third-party manpower agencies, travel support and relevant service providers on mobilisation, demobilisation, business travel, work permits, visa arrangements and leave passage for project personnel.
Support travel and mobilisation arrangements for project staff involved in overseas assignments, site visits, vendor inspections, fabrication yard activities and project meetings.
Monitor mobilisation readiness and escalate potential delays that may affect project staffing requirements.
Employee Engagement
Act as HR focal point for project personnel by providing guidance on HR policies, project employment arrangements, staff welfare matters and general HR enquiries.
Support employee engagement activities, issue resolution and conflict escalation to maintain a productive and harmonious project working environment.
Coordinate with relevant HR teams to ensure consistent implementation of HR initiatives, policy communication and project staff support.
Experience:
At least 7 years of related HR experience, preferably in project recruitment, manpower planning, third-party manpower administration, HR operations or global mobility support within oil and gas, offshore, marine, EPC or FPSO project environments.
Qualifications:
Bachelor’s Degree or Master’s Degree in Human Resource Management, Business Administration, Social Science or equivalent. Professional HR certification or relevant project manpower / recruitment certification would be an added advantage.
