The BIM Manager (Building Services / M&E) is a senior technical leadership role responsible for directing, implementing, and managing Building Information Modelling (BIM) strategies across all Mechanical, Electrical, and Plumbing (MEP) disciplines on construction and infrastructure projects. Drawing on a deep background in Building Services engineering, the BIM Manager provides expert oversight of M&E systems modelling, BIM execution planning, inter-discipline coordination, and digital delivery — ensuring that BIM processes align with project requirements, contractual obligations, and Singapore regulatory standards.


This role serves as the primary point of authority for all BIM-related decisions pertaining to M&E systems, bridging the gap between engineering design intent, site construction, and facility management. The BIM Manager leads a team of MEP BIM Modellers and Coordinators, collaborates closely with Architectural and Structural BIM leads, and reports to the Project Director or Digital Delivery Lead.


Key Responsibilities

1. BIM Strategy & Execution Planning

BIM Execution Plan (BEP) Development: Lead the preparation, implementation, and ongoing maintenance of the project BIM Execution Plan in accordance with SS BIM e-Submission, BCA BIM guidelines, and contract requirements.

BIM Standards Governance: Establish, enforce, and audit project-specific BIM standards, naming conventions, level of development (LOD/LOI) requirements, and data exchange protocols for all M&E disciplines.

EIR Response: Analyse and respond to the Employer's Information Requirements (EIR), mapping deliverable requirements to MEP BIM workflows and milestones.

Technology Roadmap: Evaluate and recommend BIM software, platforms, and digital tools best suited to Building Services requirements (e.g., Revit MEP, Navisworks, Autodesk Construction Cloud, OpenBIM formats).


2. M&E Systems Modelling Oversight

MEP Model Governance: Oversee the development, quality, and accuracy of all M&E BIM models including HVAC, Air Conditioning & Mechanical Ventilation (ACMV), Electrical Power & Lighting, Plumbing & Sanitary, Fire Protection, Building Automation Systems (BAS), and Extra-Low Voltage (ELV) systems.

LOD Compliance: Ensure all M&E models are developed to the required Level of Development at each project stage (LOD 200 through LOD 500), incorporating correct geometry, data attributes, and system logic.

4D / 5D / 6D Integration: Direct the encoding of construction sequencing (4D), cost data (5D), and asset/facilities management data (6D) into M&E models, ensuring consistency with project programmes and FM handover requirements.

Progressive Model Updating: Oversee the progressive updating of MEP construction models and Asset Information Models (AIM) throughout design, procurement, construction, and commissioning phases.


3. Coordination & Clash Management

Inter-Discipline Coordination: Lead multi-discipline BIM coordination meetings (ICE sessions), facilitating resolution of spatial and systems conflicts between M&E, Structural, Architectural, and Civil disciplines.

Clash Detection & Resolution: Direct the clash detection process using tools such as Navisworks or Solibri; establish clash tolerance thresholds, prioritise critical clashes, and track resolution to achieve discipline-level clash-free models.

Zone & Void Planning: Coordinate M&E services routing within ceiling void, riser shafts, plant rooms, and service corridors, ensuring adequate maintenance access and compliance with design intent.

Design Discrepancy Reporting: Establish protocols for identifying and escalating design discrepancies, ensuring timely notification to Technical Coordinators, Engineers, and the Client's BIM team.


4. Team Leadership & Resource Management

Team Management: Lead, mentor, and supervise a team of MEP BIM Modellers, BIM Coordinators, and BIM Technicians; allocate workload in line with project milestones and deliverable schedules.

Competency Development: Identify skills gaps within the BIM team; organise training, workshops, and knowledge-sharing sessions on MEP systems, BIM tools, and emerging digital construction technologies.

Consultant & Subcontractor Management: Manage BIM deliverables from MEP subcontractors and specialist consultants; review and accept federated models in accordance with project BIM standards.

Performance Monitoring: Track BIM team KPIs including model quality metrics, clash counts, deliverable schedule compliance, and CDE usage.


5. Digital Delivery & Common Data Environment (CDE)

CDE Administration: Manage and administer the project's Common Data Environment (e.g., Autodesk Construction Cloud / BIM 360 / ACC), including folder structures, access permissions, workflows, and transmittal procedures.

Model Sharing & Federated Model: Oversee regular model uploads, federated model assembly, and distribution schedules; ensure all linked M&E models are current and correctly referenced.

IFC & OpenBIM Compliance: Manage IFC export configurations for M&E models to support multi-platform interoperability, BCA e-Submission, and FM system integration.

Data Quality & COBie: Ensure that equipment and asset data embedded within M&E models meets COBie or project-specific data schema requirements for handover and FM use.


6. Regulatory Compliance & BCA e-Submission

BCA BIM e-Submission: Lead the preparation and submission of M&E BIM models for BCA e-Submission, ensuring compliance with Singapore's e-Plan Check requirements for Mechanical and Electrical disciplines.

Code Compliance Checking: Verify that M&E BIM models reflect compliance with relevant Singapore Codes of Practice including CP 13, CP 88, SS 638, FSSD requirements, and BCA/EMA regulations.

Green Mark Integration: Support BIM-driven Green Mark documentation by ensuring energy models, material data, and system parameters are accurately embedded in M&E models.


7. Construction Support & As-Built Delivery

Shop Drawing Coordination: Review and approve MEP shop drawings and coordinated drawings derived from BIM models; ensure drawings accurately reflect fabrication and installation intent.

Site Query Management: Support resolution of RFIs and technical queries arising from M&E model discrepancies, coordinating between design engineers and construction teams.

As-Built / Record Model: Direct the development of as-built BIM models, incorporating site variations, commissioning records, and final installed positions of all M&E systems for handover to the Facilities Manager.

O&M Data Capture: Ensure operational and maintenance data (equipment tags, maintenance schedules, warranty data, manufacturer information) is captured within the Asset Information Model.


8. Stakeholder Engagement & Reporting

Client & Consultant Interface: Serve as the primary BIM point of contact for the Client, Project Managers, M&E Consultants, and Authorities; attend BIM and project progress meetings.

BIM Progress Reporting: Prepare and present regular BIM progress reports covering model status, clash resolution progress, deliverable milestones, and risk items to senior management.

Change Management: Manage BIM implications of design changes affecting M&E systems; assess impact on model, schedule, and cost; communicate changes to the BIM team.


Required Skills & Qualifications

Educational Background: Bachelor's Degree or Diploma in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a closely related discipline.

Professional Experience: Minimum 8–10 years of industry experience with at least 5 years in a BIM management or senior BIM coordination role on large-scale M&E construction projects.

M&E Technical Depth: Demonstrable strong background in Building Services engineering, with thorough working knowledge of HVAC/ACMV systems, LV/MV electrical distribution, plumbing & sanitary, fire suppression, BAS, and ELV systems.

BIM Software Proficiency: Advanced proficiency in Autodesk Revit MEP; strong working knowledge of Navisworks Manage, AutoCAD MEP, and BIM collaboration platforms (ACC, BIM 360).

BIM Standards Knowledge: In-depth understanding of BIM standards and frameworks including SS BIM Particular Conditions, ISO 19650, BCA BIM guidelines, and LOD/LOI specifications.

Clash Detection & Coordination: Proven track record of managing multi-discipline clash detection and resolution workflows on complex construction projects.

4D/5D/6D Competency: Experience embedding construction programme (4D), cost (5D), and facilities management (6D) data within BIM models.

CDE Management: Experience administering Common Data Environments (CDE) and managing model workflows, access controls, and transmittal procedures.

Leadership & Communication: Demonstrated ability to lead, manage, and develop a multi-disciplinary BIM team; excellent written and verbal communication skills for stakeholder engagement at all levels.

Analytical & Problem-Solving Skills: Strong ability to identify technical risks, spatial conflicts, and data quality issues and implement effective, timely solutions.
