A ) Responsibilities

Tender & Pre-Contract Stage

• Prepare tender submissions including cost estimation, Bills of Quantities (BQ), and pricing.
• Source, evaluate, and negotiate quotations from subcontractors and suppliers.
• Conduct material take-off and quantity measurement from drawings and specifications.
• Forecast project costs and monitor budget performance.
• Attend tender briefings and site visits (when required).

Post-Contract / Construction Stage

• Administer main contract and subcontract agreements in compliance with contract conditions.
• Prepare, submit, and follow up on interim progress claims to consultants/clients.
• Evaluate and certify subcontractor/supplier progress claims and invoices.
• Identify, prepare, and submit Variation Orders (VOs), Extension of Time (EOT), and loss & expense claims.
• Monitor project costs, cash flow, and budgets to ensure profitability.
• Conduct site measurements and verify actual work progress.
• Traveling from the office to various sites as required.
• Maintain proper records of contractual correspondence, claims, and approvals.
• Identify cost overruns and recommend corrective actions.

Completion Stage

• Prepare and negotiate final accounts with clients/consultants.
• Ensure all claims and payments are finalized.
• Conduct post-project cost analysis for future reference and cost planning.

C) Requirements

• Degree/Diploma in Quantity Surveying, Construction Management, or related field.
• Minimum 3-5 years of working experience in a contractor’s environment (building/civil/infrastructure/electrical).
• Strong knowledge of Malaysian standard forms of contract (PAM, JKR, CIDB, FIDIC, etc.).
• Proficient in measurement, costing, and contract administration.
• Good communication, negotiation, and analytical skills.
• Able to work independently with minimum supervision.
