Job Description
Starhigh Asia Pacific Pte Ltd is seeking an experienced Project Manager to oversee site execution of dredging and marine reclamation works. The role is site-based and involves full responsibility for project planning, execution, coordination, cost control, and reporting to ensure projects are delivered safely, on time, and within budget.
Key Responsibilities
Project & Operations Management
- Take overall responsibility for planning, execution, and control of dredging and marine works at site.
- Develop and manage detailed project schedules, including dredging methodology, vessel deployment, manpower, and resource planning.
- Coordinate daily site operations involving dredgers, barges, tugs, subcontractors, and suppliers.
- Monitor productivity, progress, and costs; prepare daily, weekly, and monthly progress reports.
Safety, Environmental & Quality Management
- Develop, implement, and enforce project Safety Management Plan, Method Statements, and Risk Assessments (HIRARC / JSA) specific to dredging activities.
- Ensure compliance with company safety policies, client requirements, and statutory regulations (DOS, Marine Department, Port Authority, etc.).
- Conduct site safety briefings, toolbox meetings, and safety inductions for all site personnel.
- Maintain proper safety records, permits, incident reports, and corrective action documentation.
- Ensure environmental controls are implemented, including sediment control, spill response, and waste management.
Contract, Reporting & Documentation
- Manage project documentation including progress reports, technical submissions, safety records, inspection reports, and as-built documentation.
- Handle contract administration matters such as variations, claims, extension of time (EOT), and progress certifications.
- Liaise with clients, consultants, and authorities on technical, safety, and compliance matters.
Team & Stakeholder Management
- Lead and manage site teams including engineers, supervisors, safety officers, and operators.
- Coordinate with internal departments, subcontractors, and marine crews to ensure smooth project execution.
- Identify project risks (technical, safety, environmental, and commercial) and implement mitigation measures.
Requirements
- Degree in Civil Engineering, Marine Engineering, or related discipline from a recognized University
- Minimum 5–8 years of relevant experience in dredging, marine works, or reclamation projects delivering large scale projects in marine infrastructure
- Strong knowledge of dredging operations, marine plant deployment, and safety requirements.
- Hands-on experience in safety planning, risk assessments, and site safety documentation.
- Familiar with ISO / OHS / HSE systems and marine safety regulations.
- Proficient in Microsoft Office, Excel, and project planning tools (e.g. MS Project / Primavera).
- Excellent track record to manage teams and projects
- Willingness to be based at site and travel overseas as required.
