Roles & Responsibilities
1. Recruitment & Workforce Planning
- Assist in manpower planning aligned with project and business requirements.
- Manage end-to-end recruitment process (job posting, screening, interviews, selection).
- Coordinate with project managers for site workforce requirements (including HDD projects).
- Monitor recruitment lead time and ensure timely hiring.
- Develop talent pipeline for critical positions.
2. Employee Relations & Industrial Relations
- Handle employee grievances, disciplinary matters, and domestic inquiries.
- Ensure compliance with Malaysian Employment Act and labour laws.
- Maintain harmonious employer-employee relationships across HQ and project sites.
- Advise management on HR policies and disciplinary actions.
- Liaise with government authorities when required (e.g., JTK, PERKESO, KWSP).
3. Performance Management & KPI Monitoring
- Support implementation of performance appraisal systems.
- Track and monitor HR KPIs (e.g., recruitment lead time, turnover rate, grievance resolution).
- Assist department heads in setting KPIs aligned with company objectives.
- Provide reports and insights to management for decision-making.
4. Compensation & Benefits Administration
- Assist in payroll verification and ensure accuracy.
- Monitor employee benefits (leave, medical, insurance, allowances).
- Ensure compliance with statutory contributions (EPF, SOCSO, EIS, PCB).
- Benchmark compensation practices within the engineering industry.
5. Training & Development
- Identify training needs across departments (technical & soft skills).
- Coordinate internal and external training programs.
- Support competency development for engineers, HDD specialists, and site workers.
- Maintain training records and evaluate effectiveness of programs.
6. HR Policies & Procedures
- Assist in developing, reviewing, and updating HR policies and SOPs.
- Ensure consistent implementation across HQ and project sites.
- Support digitalization/ERP HR system implementation.
- Maintain proper HR documentation and records.
7. Compliance & Audit
- Ensure HR practices comply with Malaysian labour laws and ISO standards (if applicable).
- Prepare HR-related documentation for internal and external audits.
- Monitor foreign worker compliance (permits, renewals, hostel requirements).
8. HR Operations & Administration
- Oversee daily HR operations including attendance, leave, and employee records.
- Supervise HR executives and administrative staff.
- Ensure proper onboarding and offboarding processes.
- Maintain employee database and HR reports.
9. Organizational Development & Culture
- Support initiatives to build company culture aligned with Kum Fatt’s values.
- Drive employee engagement activities and retention strategies.
- Promote a safe, inclusive, and productive working environment.
10. Strategic HR Support
- Assist HR Manager in executing HR strategies aligned with business growth.
- Participate in management meetings to provide HR insights.
- Support change management initiatives, especially for project expansion.
Key Requirements / Competencies
- Strong knowledge of Malaysian Employment Act & labour laws.
- Experience in construction/engineering environment preferred.
- Good interpersonal and conflict resolution skills.
- Ability to handle multi-site workforce (HQ + project sites).
- Strong analytical and reporting skills.
- Leadership and team management capability.
- Mandarin speaking preferred.
Education
- Diploma / Bachelor Degree in Human Resource Management or equivalent
Job Types: Full-time, Permanent
Pay: RM6,500.00 - RM8,000.00 per month
