Establish and lead the Programme Management Office (PMO) including governance frameworks, reporting structures, RAID logs, and escalation protocols
Chair steering committee meetings and provide executive-level programme status reporting to C-level and ministry stakeholders
Own the master programme plan, milestone schedule, and critical path management across all ICX workstreams including CRM, Billing, Mobile App, Web Portal, Smart Metering, AI Chatbot, Omnichannel, FSM and GIS, Cloud Infrastructure, and Data Migration
Manage overall programme budget, forecast, and cost control in alignment with contractual obligations
Identify, assess, and mitigate programme-level risks, issues, dependencies, and constraints in a structured and proactive manner
Oversee vendor and sub-contractor relationships, contractual compliance, and SLA adherence throughout the programme lifecycle
Drive cross-workstream coordination and dependency management between development, QA, infrastructure, data migration, and training teams
Lead change management processes including formal change requests, impact assessments, and change control board approvals
Ensure programme delivery adheres to quality gates and phase-gate approval criteria across Discovery, Build, Parallel Run, and Go-Live phases
Coordinate parallel run activities, production cutover planning, and hypercare support transition
Manage communications plan including stakeholder engagement strategy, escalation matrix, and monthly programme health dashboards
Facilitate post-implementation review and programme closure activities including lessons learned and knowledge transfer
Requirements:
Minimum 10-15 years of progressive IT programme and project management experience with at least 5 years in a Programme Manager role on enterprise-scale implementations
PgMP (Programme Management Professional) or PMP certification is mandatory
Proven track record delivering large-scale enterprise IT transformation programmes in utilities, government, or telco sectors
Deep expertise in Agile, Waterfall, and hybrid delivery methodologies with experience managing multi-workstream programmes using both approaches simultaneously
Strong experience with PMO establishment including governance frameworks, reporting templates, RAID management, and stakeholder communication plans
Demonstrated ability to manage and influence C-level stakeholders, government officials, and multi-vendor teams
Experience managing commercial contracts, change control processes, and vendor SLA governance
Proficiency in programme management tools such as MS Project, Jira, Confluence, and MS Office 365
Excellent written and verbal communication skills in English
Bahasa Malaysia proficiency is an added advantage
Strong leadership, negotiation, conflict resolution, and decision-making abilities under pressure
Prior experience in customer experience platforms, CRM, or billing system implementations is strongly preferred
Bachelor's degree in Computer Science, Information Technology, Engineering, or related field
