Job Title: Solution Architect

Years of experience: 8+ Years

Location: Malaysia.


Job Description:


The Lead Solution Architect shall be accountable for defining, governing, and delivering end-to-end technical solutions across the application and infrastructure landscape, ensuring alignment with enterprise architecture, migration strategy, security requirements, and regulatory obligations.


This role shall serve as the single point of technical authority across the design, migration, and implementation phases of the program, providing oversight across infrastructure, application, integration, security, migration planning, and technical assurance activities.


The resource is expected to work closely with project management, infrastructure teams, application owners, security teams, and vendors to ensure that all technical designs and migration decisions are fit-for-purpose, compliant, and executable within the program timeline and governance framework.


Scope of Services


The vendor shall provide a Lead Solution Architect who will perform, at minimum, the following services.


Review and validate vendor-proposed designs across key infrastructure towers, including network, database, and middleware domains.

o Ensure all proposed designs are aligned with the Bank’s enterprise standards, architecture principles, and applicable regulatory controls. o Review and approve Bill of Materials (BOM), infrastructure sizing, and solution architecture design to ensure adequacy, scalability, and implementation readiness.


End-to-End Migration Architecture

o Define the target architecture for application and infrastructure migration. o Validate the proposed 5R migration strategy for each application, including Rehost, Replatform, Refactor, Retire, and Retain, with due consideration to technical risk and rollback requirements. o Review migration wave plans and sequencing logic to ensure architectural dependency alignment, feasibility, and execution readiness.


Cross-Domain Technical Integration

  • Provide technical oversight across integration points involving

Mainframe, AS400, Open Systems, and Middleware environments. o Validate technical dependencies across infrastructure and application layers to ensure end-to-end solution integrity.

  • Review and guide solution patterns for hybrid connectivity, middleware integration, and cross-platform interoperability.


Risk, Security, and Compliance Oversight

Validate that the solution design complies with relevant regulatory and control frameworks, including BNM RMiT, MAS TRM, PCI DSS, and ISO 27001. o Review the overall security posture of the proposed solution, including Identity and Access Management (IAM), encryption controls, and vulnerability management considerations. o Ensure alignment with Disaster Recovery (DR), Business Continuity Planning (BCP), and related risk mitigation requirements.


Technical Review and Design Authority

  • Participate in architecture review boards, technical review forums, and design sign-off processes as the lead technical authority.
  • Challenge vendor assumptions, validate technical feasibility, and ensure solution decisions are justified and supportable.
  • Drive technical decision-making based on appropriate cost-riskperformance trade-offs.


Documentation and Technical Assurance o Review key technical and migration documents, including High-Level Design (HLD), Low-Level Design (LLD), migration runbooks, and cutover plans.

  • Ensure all technical documentation is complete, audit-ready, traceable, and aligned to governance expectations prior to sign-off. o Validate completeness and quality of technical deliverables before approval and movement into execution stages.


Migration Strategy and Cutover Validation

Review the migration strategy proposed for each application and validate whether the selected migration approach is appropriate to the technical and operational requirements. o Validate cutover strategy, rollback planning, and technical readiness for migration implementation. o Ensure technical dependencies, environmental readiness, and sequencing considerations are sufficiently addressed before production execution.


o Conduct technical risk reviews in coordination with project and migration leads. o Assess design, implementation, and migration risks, and provide authoritative technical recommendations on remediation or mitigation actions. o Support governance decisions by ensuring technical risks are clearly documented, explained, and escalated where necessary.


2.9 Stakeholder and Vendor Engagement

o Lead technical discussions with internal stakeholders, including project teams, infrastructure teams, security, and application owners. o Engage vendors on architecture reviews, design clarifications, technical risks, and solution improvements. o Support senior governance engagement where technical guidance is required for PSC, Board-level, or CIO office discussions.


3. Key Deliverables

The selected vendor shall ensure that the Lead Solution Architect delivers, at minimum, the following artefacts and outcomes: o Target architecture definition covering application and infrastructure migration. o Technical evaluation and design validation across infrastructure towers such as network, database, and middleware.

  • Review and validation of the 5R migration strategy for each in-scope application.
  • Architecture review outputs, design sign-offs, and technical assurance recommendations. o Reviewed and validated HLD, LLD, migration runbooks, and cutover plans. o Security, compliance, DR, and BCP alignment assessments for the proposed solution architecture. o Technical risk assessments, mitigation recommendations, and governance inputs.
  • Audit-ready technical documentation with traceability to architecture, migration, and compliance requirements.
