Cost Lead

Overview
We are seeking an experienced Cost Lead to oversee all cost management activities across major construction projects in Johor. The successful candidate will be responsible for cost planning, budgeting, forecasting, contract administration, change management, and financial reporting throughout the project lifecycle.
This role requires strong commercial acumen, stakeholder management skills, and the ability to lead cost control initiatives to ensure projects are delivered within approved budgets while maintaining high standards of quality and compliance.
Key Responsibilities
Cost Management & Commercial Control
- Lead project cost management activities from pre-construction through project completion.
- Develop and maintain project budgets, cost plans, forecasts, and cash flow projections.
- Monitor project expenditures and identify cost risks, opportunities, and variances.
- Provide accurate and timely cost reporting to project stakeholders and senior management.
- Establish cost control procedures and ensure compliance across project teams.
Procurement & Contract Administration
- Support procurement activities, including tender evaluations, bid analysis, and contractor selection.
- Review and administer contracts to ensure commercial compliance.
- Assess contractor claims, progress payments, variations, and final accounts.
- Manage change control processes and evaluate the commercial impact of design and scope changes.
Financial Reporting & Forecasting
- Prepare monthly cost reports, earned value analysis, and financial forecasts.
- Monitor commitments, accruals, and project cash flow.
- Provide recommendations to improve cost performance and project profitability.
- Ensure financial data integrity and reporting accuracy.
Risk Management
- Identify and assess commercial and financial risks throughout the project lifecycle.
- Develop mitigation strategies to minimize cost overruns and contractual disputes.
- Support dispute resolution and commercial negotiations when required.
Stakeholder Management
- Collaborate closely with project managers, engineers, consultants, contractors, and clients.
- Present cost status updates and recommendations to senior leadership.
- Build strong relationships with internal and external stakeholders to drive project success.
Team Leadership
- Lead and mentor Quantity Surveyors and Cost Engineers.
- Review work produced by the cost management team and ensure consistency of reporting and processes.
- Promote best practices in cost management and commercial administration.
Requirements
- Bachelor's Degree in Quantity Surveying, Construction Management, Cost Engineering, or a related discipline.
- Minimum 10+ years of experience in cost management, quantity surveying, or commercial management within construction projects.
- Proven experience managing large-scale projects such as data centres, industrial facilities, infrastructure, semiconductor, pharmaceutical, or mission-critical developments.
- Strong understanding of cost planning, budgeting, forecasting, procurement, and contract administration.
- Experience with FIDIC, PAM, NEC, or other standard forms of contract.
- Advanced proficiency in Microsoft Excel and cost management systems.
- Excellent analytical, negotiation, and stakeholder management skills.
- Ability to manage multiple projects in a fast-paced environment.
Preferred Qualifications
- Professional membership with RICS, MRICS, AIQS, CIOB, or equivalent.
- Experience working in multinational consultancy, contractor, or client-side environments.
- Familiarity with data centre or hyperscale construction projects is highly desirable.
