This role resides under Marine Services (the Integrated Marine Services arm of MISC Group).
THE JOB
- Drive and lead the implementation effectively on safe and efficient Loading/Mooring Master Services at Single Buoy Mooring (SBM).
- Effectively contribute towards the provision of competitive, quality, efficient and excellent terminal facilities, terminal management and operations for petroleum crude, product and gases within Offshore & Terminal Operations (OTO).
- Support organization aspirations for multi-skills competencies.
Terminal & Port Operations
- Plan and execute safe and efficient tanker operations within Offshore & Terminal Operations (OTO) at any hours, day and night.
- Provide expert advice on terminal regulatory requirements and operating procedures to the clients and recommend to port users and management on port operability and safety based on shipping and weather status.
- Review and update operations management manuals to ensure compliance to ISO 9001:2015.
- Maintain database on services rendered from operations activities to facilitate billing, performance, monitoring, auditing and reporting.
- Guides, directs and monitors the loading of cargo into the ship, ensuring that all safety regulations are complied with at all times during this operation.
- Safe supervision of pre and post cargo operations and connection/disconnection of cargo hoses within Offshore & Terminal Operations (OTO).
- Monitor and safeguard terminal interests and acts as terminal representative on the tanker.
- Prepare and endorse cargo documentation before and after cargo operations.
Audit & Compliance
- Conduct compliance audit to ensure fulfilment of contractual obligations according to relevant agreement and highlight discrepancies to management for further action.
- Perform inspection and report SBM mooring equipment’s prior to berthing of tankers and duly report to Terminal.
- Oversee mooring and unmooring of tanker to SBM and ensure execution is in compliance with safety requirements.
- Conduct end-to-end Marine Craft Inspections as per Quality Management System (QMS). Monitor the vessel progress until all the observations finding are closed.
HSE Policies and Code of Conduct
- Ensure HSSE policies and procedure are complied.
- Screen the safety status and suitability of nominated tankers prior to commencement of tanker operations at SBM.
- Conduct security surveillance and ensuring ISPS compliance as per gazetted by Security Level.
- Act as On Scene Commander in an emergency or oil spill.
- Plan, develop and manage proactively contingency procedures in the event of emergency situation to ensure a terminal and port operation which includes coordination of all marine-related emergencies/pollution.
Administration
- Delegate office works for monthly/quarterly/yearly reporting.
- Support Manager in managing department operations and managements.
- Actively involved in own and peer to peer career developments progress.
- Manage and complete self/department/company Strategic Initiatives as being assigned or delegated.
- Managing self-training roadmap for Offshore pilot, Loading Master and other multi-skills.
THE PERSON
- Min. requirement of COC FG C1, tanker experiences as an officer will be highly considered as OJT
- Competent in ship handling to ensure a safe operation whilst anchoring, berthing, mooring of ships.
- Good knowledge of marine, cargo operations and port management.
- Ability to deliver timely decisions and able to work under stressful conditions.
- Good interpersonal skills and diplomacy with support staff and foreign ships respectively.
- Experience in Oil and gas, Offshore Vessels activities are added advantage.
- Certificate of Competency (COC) Class 1 Master Foreign Going (FG) Vessel,
- Sound knowledge of practical seamanship
- Have served as Second Officer / Chief Officer on ocean-going tankers
