Key Responsibilities
Quality Management System (QMS)
- Develop, implement, and maintain the company’s Quality Management System (QMS).
- Ensure compliance with ISO 9001 and other applicable quality standards.
- Establish quality policies, procedures, work instructions, and quality objectives.
- Monitor and evaluate the effectiveness of quality systems and recommend improvements.
- Lead internal and external quality audits.
Project Quality Assurance
- Develop and review Project Quality Plans (PQP), Inspection and Test Plans (ITP), Method Statements, and quality procedures.
- Ensure project execution complies with client specifications, contract requirements, and regulatory standards.
- Participate in project kick-off meetings to establish quality requirements and expectations.
- Monitor project quality performance and implement corrective actions where necessary.
Quality Control and Inspection
- Oversee site inspections, testing activities, and quality verification processes.
- Ensure installation works meet approved drawings, specifications, and industry standards.
- Coordinate with project teams to conduct quality inspections during all project phases.
- Verify completion of punch lists, defects rectification, and final acceptance requirements.
Non-Conformance and Corrective Actions
- Manage Non-Conformance Reports (NCRs), Corrective Action Requests (CARs), and Preventive Actions.
- Investigate quality issues, identify root causes, and implement corrective measures.
- Monitor closure and effectiveness of corrective actions.
- Maintain records of quality incidents and lessons learned.
Documentation and Compliance
- Establish and maintain quality documentation control systems.
- Ensure all inspection reports, test results, certificates, and quality records are properly maintained.
- Support project handover documentation and client acceptance processes.
- Ensure compliance with local regulations, client standards, and company requirements.
Vendor and Subcontractor Quality Management
- Evaluate and monitor subcontractor and supplier quality performance.
- Conduct supplier quality assessments and audits.
- Ensure materials, equipment, and services meet specified quality requirements.
- Work closely with procurement and project teams to resolve supplier-related quality issues.
Training and Continuous Improvement
- Conduct quality awareness programs and training for employees and subcontractors.
- Promote a culture of quality and continuous improvement throughout the organization.
- Identify opportunities for process optimization and operational excellence.
- Track and report quality KPIs and improvement initiatives.
Client and Stakeholder Management
- Serve as the primary quality representative during client audits and inspections.
- Liaise with clients, consultants, authorities, and project stakeholders on quality matters.
- Prepare quality reports and presentations for management and clients.
- Support project teams in achieving client satisfaction and quality objectives.
Key Performance Indicators (KPIs)
- Compliance with project quality requirements.
- Reduction in NCRs and repeat quality issues.
- Successful completion of internal and external audits.
- Timely closure of corrective and preventive actions.
- Project quality acceptance rates.
- Customer satisfaction scores.
- Quality documentation accuracy and completeness.
- Supplier and subcontractor quality performance.
Qualifications
Education
- Bachelor’s Degree in Engineering, Telecommunications, Construction Management, Quality Management, or a related field.
- Professional certifications in Quality Management are an advantage.
Certifications (Preferred)
- ISO 9001 Lead Auditor or Internal Auditor.
- Certified Quality Engineer (CQE) or equivalent.
- Project Management certification (PMP/PRINCE2) is advantageous.
- CIDB-related certifications (where applicable).
Experience
- Minimum 8–10 years of experience in QAQC, Quality Management, or Project Quality roles.
- At least 3–5 years in a managerial or leadership position.
- Experience in telecommunications, fiber optic deployment, ICT infrastructure, ELV systems, data centers, or construction projects.
- Proven experience managing quality systems and audits.
Technical Competencies
- Strong knowledge of ISO 9001 Quality Management Systems.
- Familiarity with telecommunications and ICT infrastructure standards.
- Knowledge of fiber optic installation, testing, and commissioning standards.
- Understanding of project quality planning, inspections, and auditing.
- Root Cause Analysis (RCA), CAPA, and risk management methodologies.
- Proficiency in Microsoft Office and quality management software.
Job Type: Full-time
Pay: RM7,000.00 - RM10,000.00 per month
