Build, develop, and lead the facilities team, ensuring technical facility uptime and consistent service performance delivery.
Manage all technical utility systems including bulk gas supply, electrical supply, process cooling water (PCW), chilled water loops, ventilation, HVAC, and associated safety and distribution infrastructure.
Ensure reliable operation of ISO-classified cleanroom environments, including particle monitoring, gowning protocols, and personnel training to meet stringent semiconductor production specifications.
Establish and drive a comprehensive maintenance program for all facility systems using CAFM tools, maximizing equipment uptime, reliability, and lifecycle performance across electrical, mechanical, and utility assets.
Ensure full compliance with Malaysian regulatory requirements (DOSH, BOMBA, DOE) and international standards (SEMI, FM Global); develop and maintain emergency response plans.
Implement and manage physical security systems (CCTV, access control, visitor management) and enforce site security policies in alignment with corporate standards and local regulations.
Manage all non-technical facility services (soft services) including professional cleaning (office and cleanroom), landscaping, waste management, cafeteria, reception, and general building upkeep.
Source, negotiate, and manage external service providers in cooperation with the procurement team; define and enforce SLAs and KPIs for all outsourced services; drive performance reviews and continuous improvement across the vendor portfolio.
Develop and control the annual facility OPEX and CAPEX budget; manage procurement of equipment, spare parts, and consumables; identify and drive energy efficiency initiatives and cost optimization projects; provide regular management reporting on facility performance and financials.
Lead floor and space planning activities for office areas, including future expansion planning in coordination with all relevant stakeholders.
Support the preparation and execution of internal and external audits (e.g., ISO 27001, 45001, 14001,50001) and ensure timely implementation of resulting corrective measures.
Job Requirements:
Bachelor's or Master's degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, Facility Management, or a related technical discipline
Professional certifications such as CFM (Certified Facility Manager), or equivalent are a strong advantage
Proven hands-on experience in establishing a new production site from the ground up — from construction handover and facility commissioning through to full operational readiness.
Deep knowledge of cleanroom technology and related facility utility systems
Familiarity with energy management and sustainability frameworks (ISO 50001, LEED, GBI)
Leadership experience
Strong communication and organizational skills
Excellent communication skills in English (written and spoken); Bahasa Malaysia and/or Mandarin proficiency is a significant advantage
Strong analytical and problem-solving skills with a data-driven approach
Strong understanding of operation/performance metrics
