HSSE Engineer
We are currently based at KL Eco City, Malaysia.
Represent the HHSE discipline as part of Pre-Operations structure, providing operations and operations readiness inputs since proposal phase and project start-up, with focus on following project development until completion of detailed engineering completion and 90% model reviews, promoting consistency among projects, while contributing to improvement of corporate standard and designs, and providing guidance to the project-dedicated Pre-Operations teams in the continuity of Operations Readiness scope execution.
- Contribute with the development of project detailed engineering, providing inputs on HSSE, regulatory compliance and safety of operations, being the main focal point of HSSE discipline during proposal development and project start-up.
- Contribute to the development of the new proposals, leveraging HSSE expertise, supporting both the formation of technical scope and pricing commercial proposals.
- Participate and provide inputs to safety studies such as HAZID, HAZOPS, SIL Verification, Task Risk Analysis and Bow-Ties review to contribute safety perspective.
- Participate and provide inputs to 30%, 60% and 90% model reviews representing HSSE Discipline
- Review and provide inputs to several project documentation as per defined document distribution matrix, including P&IDs, equipment datasheets, layouts, electrical diagrams, among others.
- Participate on packages Kick-Off Meetings, with focus on HHSE, operability of the equipment, including arrangement and layout, operational procedures, and personnel qualification to conduct O&M.
- Perform a smooth handover to project dedicated HSSE Pre-Operations Engineer upon its mobilization, following the continuity of the work to ensure consistency and adherence to Pre-Operations and Project Execution standards.
- Promote consistency of input and best practices between different projects.
- Interface with various operating entities to collect feedback and inputs for the proposals and ongoing projects related to HSSE topics.
- Contribute to the continuous improvement of projects for Pre-Operations units, following up or acting upon CAPAs, sharing HSSE lessons learned and promoting a culture of continuous seeking for performance, process and integrity enhancement opportunities.
- Provide, as required, support on development/Implementation of the HSSE plan and Readiness Plan.
- Contribute to problem solving for eventual challenges identified in the design that may cause HSSE incidents in the facilities, in collaboration with Engineering team and, if necessary, contacting the manufacturers to address the challenges.
- Contribute to the development of engineering reviews / studies with provision of inputs from HHSE perspective and participating in technical meetings with engineering and suppliers.
- Map, develop, keep and continuously improve pre-operations standards and associated documents, ensuring HSSE lessons learnt are properly captured towards pre-operational excellence, identifying best practices and promoting standardization across all projects;
- Innovate by digitalizing processes and maintaining integrated and reliable databases, using the recorded data to analyze, obtain useful insights and support decision making from pre-operations managers;
- Establish healthy and fruitful relationships between the different involved entities and departments in the pre-operations phase.
- Engage with various departments and disciplines under Project Execution structure to identify HSSE challenges faced in project level and address those in corporate level for other ongoing and future projects, as applicable.
- Act proactively to safeguard MODEC from noncompliance to legal/regulatory requirements by ensuring MODEC's procedures, internal and external regulations, national and international standards are followed as applicable, developing and ensuring the implementation of action plans when required.
- Contribute to the growth goals established for the business, as well as the improvement of HSSE existing processes, by participating and supporting the implementation of strategic and corporate projects.
- Develop HSSE dashboard. KPIs, LL, template creation and automation (Power BI/Excel/SharePoint).
- Prepare the monthly HSSE report, including project indicators and lessons learned status
- Support the development and facilitation of HSSE workshops during the Project Execution phase and project Pre-Operations team
Qualification
- Minimum 5 years’ experience in offshore Oil & Gas sector is expected.
- Bachelor’s degree in safety Engineer is required.
- Process Safety degree is a competitive edge.
- Previous experience in Process Safety discipline is required.
- Previous experience HSSE Engineer onshore is required.
