Main Responsibilities
Support the Security & Building Services (SBS) operations of One Raffles Place to meet Grade A commercial building standards.
Job Description
- Carry out any ad-hoc duties or assignments as assigned by Management.
- Engage and align all stakeholders with clear, results-oriented communication.
- Evaluate contracts' specifications to ensure cost effectiveness and competitiveness.
- Execute and improve Standard Operating Procedures (SOPs) and departmental Business Continuity Plan (BCP).
- Execute capital replacement works, asset enhancement initiatives and maintenance repair/replacement whenever assigned.
- Execute plans and supervise daily operations for One Raffles Place to ensure excellent standards are achieved and requirements are met according to agreed service levels.
- Execute safety and health measures in strict compliance with the WSH Act and all relevant regulatory requirements.
- Liaise with government authorities and consultants to ensure full compliance with building and statutory requirements/regulations.
- Supervise Outsourced Service Providers.
OPEX/CAPEX
- Draft approval papers for OPEX/CAPEX requests.
- Formulate budgets for OPEX/CAPEX works and handle the annual maintenance/expenditure within approved budget.
- Formulate and conduct tender exercises for OPEX/CAPEX works such as replacement, upgrading or redevelopment works and manage such works according to timelines.
Security and Building Services
Supervision of outsourced service providers:
- Execute all contractual obligations and timely renewal of maintenance contracts, including housekeeping, landscaping, pest control, scenting, waste management, facade upkeeping, building defects, upgrading, etc.
- Monitor the work quality of outsourced service providers and ensure that a high standard of maintenance, operational efficiency and cleanliness of the buildings are achieved at the agreed service levels.
- Supervise outsourced service providers and monitor processes that support the core business of the organisation
Preventive maintenance and improvement work:
- Conduct all aspects of building inspections.
- Coordinate preventive maintenance for all Security & Building Services-related works.
- Formulate and execute Building Services emergency plans.
- Formulate and recommend building improvement strategies.
- Formulate building rectification & preventive programmes while carrying out assigned ad-hoc projects.
- Identify defects or irregularities and follow up on rectification works thereafter.
Safety Management
- Act as Site Incident Controller during emergencies to carry out site safety and response actions.
- Evaluate internal stakeholders' workplace activities and risk assessment to ensure compliance with internal policies and external legal requirements, including MOM WSH regulations and standards or any other relevant sectorial guidelines.
- Formulate initiatives and programmes to eliminate fire occurrences and workplace incidents and enhance standards.
- Identify equipment, process and procedural changes to minimise fire and workplace hazards.
- Train the Company Emergency Response Team (CERT) for more effective crisis management.
Requirements
- Degree / Diploma in Real Estate, Property Management, Facilities Management, or a related field.
- Minimum 2 years of experience in real estate/property management. Experience in large commercial or retail buildings.
- Able to read and understand technical/structural drawings, e.g. as-built drawing will be an added advantage.
- Able to take on the role of CERT SIC will be an added advantage.
- Able to take on the role of Environmental Control Officer (Specified Premises) [ECO(SP)] will be an added advantage.
- Familiar with fire safety management will be an added advantage.
- Familiar with statutory requirements on building services, facility operations, maintenance and safety.
- Strong written and verbal communication skills.
