We are seeking a highly experienced Application Development Manager to lead the design and delivery of Model Configuration Framework (MCF) solutions within the Risk and Finance domain. This role combines hands-on technical leadership with deep expertise in regulatory risk modeling and financial systems.

Key Responsibilities

• Lead development and implementation of MCF-based applications supporting risk models (PD, LGD, EAD, ECL, CVaR).

• Manage end-to-end application lifecycle: design, development, testing, deployment, and production support.

• Ensure alignment with regulatory frameworks including Basel IV, IFRS9, ICAAP, IRRBB, and regional requirements (MAS, HKMA, APRA).

• Drive architecture and solution design for scalable, high-performance risk platforms.

• Integrate ESG and climate risk capabilities into model frameworks (TCFD, IFRS S1 & S2).

• Lead and mentor development teams; collaborate with Risk, Finance, and Data stakeholders.

• Implement automation and data pipelines using Python, SQL, ETL tools and reporting platforms.

• Oversee regulatory reporting, audit support, and system controls.

Mandatory Requirements (Strict Screening)

• 15-20 years of experience in application development within banking/financial services.

• Strong domain knowledge in risk modeling / regulatory frameworks (IFRS9, Basel, ICAAP, IRRBB).

• Proven experience in MCF / model platforms / risk systems development.

• Hands-on expertise in Python, SQL, ETL, and enterprise data platforms.

• Experience delivering solutions for regulatory reporting (MAS preferred).

• Demonstrated team leadership and stakeholder management experience.

• Exposure to ESG / Climate Risk solutions.

• Experience with ALM / FTP / Liquidity Risk systems.

• Certifications such as CFA, FRM, or ESG Investing.

• Familiarity with cloud or distributed data platforms (Hadoop/Spark).
