About the role:

SMITECH is seeking a QAQC Manager to lead project quality assurance and quality control for a major M&E construction and infrastructure project in the East of Singapore.

This role is suitable for an experienced Senior QAQC Engineer / Assistant QAQC Manager who has managed project-level QMS, ISO 9001 requirements, audit readiness, inspections, NCR close-out, testing documentation and handover quality records.

This project role is to be based on site on a 5.5-day work week.

Key Responsibilities:

• Set up, implement and manage the project Quality Management System, quality plans, procedures, inspection checklists and quality documentation.
• Lead QAQC activities in accordance with project specifications, approved drawings, ISO 9001 requirements and client quality expectations.
• Prepare, review and maintain ITPs, method statements, inspection records, test reports, NCRs, corrective actions and handover documentation.
• Coordinate quality inspections with clients, consultants, RE/RTO teams, subcontractors and internal project teams.
• Monitor M&E installation quality across relevant services such as electrical, ACMV, plumbing, sanitary, fire protection, ELV and building services.
• Conduct site quality inspections, internal audits and follow-up actions to ensure timely closure of quality issues.
• Drive root cause analysis, preventive actions and quality improvement initiatives to reduce rework and defects.
• Support testing, commissioning, authority/client inspections and project handover deliverables.
• Promote a strong quality culture across site teams and subcontractors.

Requirements

• Degree in Engineering from a recognized institution.
• Minimum ten (10) years of quality assurance and control experience in construction, M&E or infrastructure projects.
• Proven experience in setting up and managing project Quality Management Systems (QMS) for projects of similar scale, nature and complexity.
• Strong working knowledge of ISO 9001 quality management requirements in project execution.
• Lead Auditor certification is required.
• Experience in infrastructure, transport, utilities, MRT/LTA-related, large-scale commercial, industrial or public-sector projects will be an advantage.
• Strong experience in ITPs, inspection management, NCR close-out, quality audits, testing and commissioning records, and handover documentation.
• Able to coordinate effectively with clients, consultants, subcontractors, site teams and internal management.
