Role Overview
You will be responsible for overseeing the end-to-end delivery of IT automation initiatives, ensuring that projects are completed on time, within scope, and within budget. You will serve as the primary point of coordination across stakeholders and the project team.
Key Responsibilities [What you will be working on]
You will:
• Oversee end-to-end development lifecycle, covering requirements gathering, solution design, development, testing, and deployment as well as maintenance.
• Understand the government procurement policy and advise application teams on meeting such policies while enabling systems needs to be met.
• Ensure that projects are executed to meet identified business needs, within agreed parameters of cost, duration and quality.
• Develop and maintain a master project schedule, tracking progress against milestones and proactively managing risks that could affect delivery timelines.
• Prepare and manage a detailed project budget, monitor expenditure, flag variances, seek approval for adjustments, and produce periodic budget reports.
• Facilitate regular project updates and steering committee briefings, ensuring all parties are aligned on project status, decisions required, and upcoming activities.
• Identify potential project risks and its implication to the organisation and to recommend mitigating measures so as to manage the risks.
• Perform onboarding and offboarding of outsourced vendors and co-sourcing team.
• Use of billing templates and validation tools to ensure billing governance and processes are adhered to.
• Prepare contract renewal and paperwork as required.
• Effectively engage and manage the vendors & partners to deliver ICT solutions and services.
• Understand the IT management policy and security guidelines to ensure the development processes, procedures and system are designed to comply with these policies and guidelines.
• Any other duties that may be assigned.
Requirements [What we are looking for]
• At least 3 years of project management experience, preferably in IT or digital transformation projects.
• Demonstrated experience managing project budgets and schedules in a structured environment.
• Familiarity with project management methodologies such as PMP, or Agile, use of Confluence and JIRA tools.
• Strong communication and stakeholder management skills.
• Experience in change management or training delivery is an advantage.
• Be familiar with Government IM on Procurement.
• Good knowledge of government ICT environment.
• Good knowledge of ICT procurement and contract management practices.
• Strong stakeholder management balancing both the analytical aspect and the people aspects.
• Team Player and Self-Motivated.
• Experience in IT risks assessment and compliance activities.
• Able to consolidate multiple streams of information into a cohesive whole.
• Experience working in or with the public sector is an advantage.
