About the Company

We are looking for a seasoned Government & Regulatory Liaison Officer based in Johor, Malaysia. This role focuses on local government relationship management, regulatory compliance, and full-cycle official approvals for real estate and data center projects. The incumbent will ensure all projects comply with Johor’s local policies, industry regulations and statutory requirements to support smooth project construction and operation.

This role focuses on local government relationship management, regulatory compliance, and full-cycle official approvals for real estate and data center projects.

Responsibilities

• Government Liaison & Relationship Management
• Act as the key liaison with Johor local government authorities including municipal, land, environmental, energy and ICT regulatory departments.
• Maintain stable and positive government relations, handle daily policy communication, official receptions, site inspection coordination and resolve external government affairs issues efficiently.

• Real Estate & Data Center Regulatory Compliance
• Monitor and interpret Johor’s latest policies and regulatory rules for real estate development and data center construction and operation.
• Conduct pre-project compliance assessment, identify potential regulatory risks, deliver compliance guidance, and ensure full compliance with local land, construction, environmental, data security and energy supervision standards.

• Full-process Permit & Approval Management
• Independently manage end-to-end approval procedures for real estate and data center projects, covering project filing, land use approval, construction permits, EIA, fire safety clearance, utility access and data center operational qualification certification.
• Prepare application documents, track approval progress, coordinate with authorities to resolve bottlenecks and ensure timely acquisition of all valid licenses.

• Policy Research & Internal Support
• Provide professional policy and compliance consultation for local investment and project expansion.
• Analyze industry regulatory trends, summarize approval bottlenecks, deliver policy analysis reports, and collaborate with internal teams to drive project delivery.

Qualifications

• Working Location & Experience
• Must be Johor-based.
• Possess rich hands-on government liaison experience in Johor, with clear understanding of local government structure, administrative mechanisms and approval workflows.

• Professional Knowledge
• Fully familiar with Johor’s regulatory compliance rules and official approval procedures for real estate development and data center construction & operation, including land management, construction supervision, environmental compliance, energy and ICT industry regulations.

• Core Competencies
• Strong government communication, coordination and problem-solving skills, capable of independently driving complex approval projects.
• Familiar with Johor’s local business and policy environment.
• Proficient in English; Bahasa Malaysia is a plus.
• Competent in official document preparation and sorting.

• Personal Traits
• Responsible, rigorous and detail-oriented with strong execution and pressure resistance.
• Good team player with effective cross-department and external coordination capabilities.

Preferred Skills

• Established stable resources with Johor local government departments (land, construction, environmental, energy, ICT).
• Proven successful approval experience for Johor-based real estate or data center projects.
• Background in government affairs, regulatory consulting, real estate or IDC industry.
