Description:
We are seeking an experienced Product Owner with deep domain expertise in trade and communication surveillance to lead the product vision, backlog prioritisation, and delivery roadmap for a major surveillance transformation program within a Tier-1 Australian bank. This role sits at the intersection of regulatory compliance, technology delivery, and business stakeholder management.
You will own the product backlog across three workstreams: vendor platform implementation (e.g., NICE Actimize, Behavox), bespoke microservice development (case management workbench), and the ML/NLP detection model pipeline. You will translate regulatory obligations into clear user stories, prioritise against risk-based outcomes, and ensure the delivered solution is ASIC examination-ready.
Requirements:
- 10+ years in financial services technology, including 4+ years in trade surveillance, communication surveillance, or regulatory compliance technology.
- Strong understanding of surveillance regulatory frameworks including ASIC INFO 283, EU MAR/MiFID II, and FCA SM&CR (plus broader APAC frameworks).
- Hands-on experience with at least one major surveillance platform: NICE Actimize SURVEIL-X, Behavox, Shield FC, or NASDAQ SMARTS.
- Strong understanding of eComms detection: market abuse, information barriers, conduct risk, off-channel evasion, and trade–comms correlation.
- Experience operating in Agile/SAFe environments as a Product Owner (or senior BA performing PO responsibilities) in regulated financial services.
- Ability to translate complex regulatory requirements into clear, testable user stories with measurable acceptance criteria.
- Bachelor’s degree in Computer Science, Finance, Law, or a related discipline.
Preferred:
- Experience within Australian regulatory environment (ASIC, AUSTRAC, APRA) and Tier-1 bank operations.
- Familiarity with ML/NLP in surveillance (transformer models, lexicon-based detection, false-positive reduction, calibration).
- SAFe POPM or equivalent Agile certification.
- Experience delivering multi-jurisdiction surveillance across APAC, EMEA, and the Americas.
Key Responsibilities:
- Own and maintain the product backlog, translating ASIC INFO 283, EU MAR, and FCA SM&CR obligations into prioritised user stories with clear acceptance criteria.
- Define and drive the product vision and roadmap across: vendor platform configuration, bespoke case management build, and ML/NLP detection model pipeline.
- Partner with Compliance, Legal, and Front Office stakeholders to capture requirements across multiple jurisdictions (AU, EU, UK, SG, HK, NZ).
- Work with ML engineers to define detection model requirements, including acceptable precision/recall thresholds, benchmarking criteria, and alert calibration standards aligned with ASIC expectations.
- Ensure the eComms data pipeline meets data quality and lineage standards required for downstream analytics and ML model performance.
- Lead Agile ceremonies (planning, refinement, reviews) and maintain delivery momentum aligned to regulatory milestones.
- Define and track KPIs: precision, recall, false positive rate, mean review time, and model drift metrics; drive continuous improvement based on outcomes.
- Manage vendor engagement: roadmap alignment, licensing considerations, feature requests, and delivery dependencies.
- Ensure 72-hour trade reconstruction capability is maintained and examination-ready at all times.
- Present progress, risks, and roadmap updates to senior Compliance leadership and the CIO office.
