Job Description

Responsibilities

JOB PURPOSE:

  • Provide leadership oversight and operational management for Group-wide Occupational Health programmes, ensuring effective implementation, compliance, and operational delivery across MISC Group operations, in accordance with standards, frameworks, and technical direction established by the Head of OHIH.
  • The role serves as the primary operational owner and technical authority for OH programmes, translating strategy and technical standards into consistent, high-quality execution, while managing complex technical escalations, overseeing compliance audits and providing Head OHIH with critical performance analytics and assurance regarding the Group’s health risk profile.


PRINCIPAL ACCOUNTABILITIES:


Operational Delivery of OH Programmes

  • Lead and provide oversight of Group-wide OH programmes across Business Units and subsidiaries, ensuring alignment with corporate strategy, risk-based implementation and operational priorities.
  • Lead development of Group policies, procedures, and guidelines, applicable regulatory and statutory requirements of OH system.
  • Serve as the Group’s central focal point and technical authority for operational OH/IH matters, providing guidance, resolving complex issues, and ensuring consistency of practices across the Group.


Health Risk Assessment & Surveillance Implementation

  • Strategise the planning and execution of Health Risk Assessments (HRA), Medical surveillance programmes, and exposure monitoring and hygiene assessments
  • Coordinate with Business Units, IH consultants, and medical service providers to ensure timely delivery, quality assurance, proper documentation and follow-up actions
  • Consolidate findings and provide structured reports and recommendations for review by the Head of OHIH.


Occupational Health Programmes & Medical Administration

  • Oversee the operational management of:

1. Fitness-to-Work (FTW) medical examinations

2. Return-to-Work (RTW) processes

3. Pre- and post-travel or mobilisation medical assessments

4.AME audits and performance

  • Ensure cases are managed in accordance with approved decision frameworks, escalation protocols, and governance requirements.
  • Identify and escalate critical, high-risk, or non-standard OH/IH cases, providing the necessary technical and medical advisory support to Head OHIH to facilitate high-level decision-making during crisis or complex incident investigations.


Occupational Disease Management

  • Provide technical advisory support to occupational illness investigations by:

1. Interpreting relevant exposure, medical, and workplace data, and identifying root causes

2. Guiding Business Units, HSSE, and external parties

3. Ensuring effective implementation of control measures and verifying closure of action items


Compliance, Reporting & Regulatory Interface

  • Ensure accurate and timely reporting of OH/IH-related incidents, surveillance outcomes, and programme performance.
  • Coordinate submissions and notifications to regulators and stakeholders (e.g. DOSH, DOE, PETRONAS), in alignment with Group requirements.
  • Maintain OH/IH documentation, registers, and records in compliance with, both local and international regulations – i.e. Personal Data Protection Act (PDPA) and Medical Records Retention requirements


Performance Monitoring, Assurance & Continuous Improvement

  • Drive continuous improvement of Group OH performance through analysis of KPIs, trends, benchmarking against industry standards and best practices, and identification of systemic gaps, emerging risks, and recurring issues.
  • Conduct independent technical analysis and assurance on the effectiveness of OH programmes, controls, and procedures, including the preparation of consolidated reports and dashboards for management, assurance and governance forums.
  • Lead in OH/IH audits, assurance activities, and management reviews related, including follow-up on findings, tracking of action closure, and integration of lessons into programme and standard enhancements.


People Management & Capability Development

  • Lead, coach, and supervise OH Executives and support staff.
  • Allocate workload, set priorities, and ensure performance delivery.
  • Identify training and development needs to build sustainable OH capability within the team.
  • Foster a disciplined, professional, and collaborative OH operating culture.


REQUIREMENT & QUALIFICATION:

  • Minimum 10–12 years of relevant working experience in Occupational Health, Industrial Hygiene, HSE, or operational environments, preferably within complex or high-risk industries.
  • Medical degree (MBBS / MD) with valid registration and Annual Practicing Certificate (APC) issued by the Malaysian Medical Council
  • Degree in Occupational Health, Industrial Hygiene, Health Sciences, or a related discipline is an added advantage
  • Professional registration or certification with a relevant Occupational Health, Industrial Hygiene, or HSE professional body is an added advantage
