Four Decades of IPPF Growth in East, Southeast Asia and Oceania Region

The International Planned Parenthood Federation (IPPF) is a global service provider and a leading advocate of sexual and reproductive health and rights for all. It is a worldwide movement of 151 national organizations working with and for communities and individuals in 173 countries. It has six regional offices around the world and the biggest in terms of the population it represents is the East, Southeast Asia and Oceania Region (ESEAOR) based in Kuala Lumpur, Malaysia.

Early Beginnings

After the founding of IPPF in 1952, the South East Asia and Oceania Region (SEAOR) was created as partof the Western Pacific Region, which included ESEAOR, the East Indies and Oceania. However, in 1955 it was renamed the Far East & Australasian Region. In 1961, the Region was divided into two separate regions namely the Western Pacific (WPR) comprising Japan, Hong Kong and Korea, and the South East Asia & Oceania Region (SEAOR) comprising Indonesia, Indo-China, Malaya, Sabah, Sarawak, Singapore, Australia, New Zealand and Fiji. The early activities of the Region began in 1961 when the South East Asia and Oceania Region (SEAOR) was established and based in Singapore where it was housed till 1966. In the early years, work in the Region was carried out by the Singapore Family Planning Association personnel most of whom were volunteers.

From 1965 training became a major regional activity with the setting up of the IPPF SEAOR Training Institute. Courses in the medical, social and administrative aspects of family planning were run for doctors, nurses, midwives, administrators, social workers, community leaders, journalists from South East Asian countries.

SEAOR’s Relocation to Kuala Lumpur in 1970

To cope with the rapidly expanding family planning programmes, the SEAO Regional Council in 1970 moved the Regional Office to its own premises in 246 Jalan Ampang, Kuala Lumpur, Malaysia. With this move, the role of the Regional Office evolved into that of a service center, helping national associations in the Region by providing them with technical guidance and back-up services to implement their programmes.

Formation of the Double Region

The East & South East Asia and Oceania Region (ESEAOR) became a ‘Double Region’ in IPPF when SEAOR and the Western Pacific Region (WPR) merged into one Region in September 1974 under the leadership of the respective Regional Chairmen - Dr Ruben Apelo and Dr Jae Mo Yang. The WPR Regional Office was located in Tokyo.

SEAOR at the time of its merger with WPR comprised the following full member associations (MA): Australia, Fiji, Indonesia, Malaysia, New Zealand, the Philippines, Singapore and Thailand. The Lao Family Welfare Association, the Planned Parenthood Association of the Republic of Vietnam and the Family Planning Association of the Khmer Republic were Associate Members.

Representatives from both Regions met in Hong Kong and Kuala Lumpur (in March and September 1974 respectively) and both Regions agreed that they would function as one, with Kuala Lumpur as the site of the office for the new Region. After approval by the Management and Planning Committee of IPPF, the new constitution was formally adopted at the inaugural meeting of the East and South East Asia & Oceania Regional Council in December 1974.

Expanding its Wings

Since then, ESEAOR has seen a burgeoning membership. The China Family Planning Association, representing 1.3 billion people or one-fifth of the world’s population, became a member of IPPF in 1983.

The South Pacific was brought into the fold through the Pacific Island Planned Parenthood Affiliation (PIPPA), which was established in May 1988. Eight original member countries formed the grouping, namely Fiji, Papua New Guinea, the Solomon Islands, Western Samoa, Tonga, Tuvalu, Vanuatu and the Cook Islands with Kiribati becoming the 9th Pacific member country to join.

As of 2010, ESEAOR has 16 full Member Associations [Australia, China, Hong Kong, Indonesia, Japan, Democratic People’s Republic of Korea, Republic of Korea, Malaysia, Mongolia, New Zealand, Philippines, Samoa, Singapore, Thailand, Vanuatu and Vietnam] and 6 Associate Members [Cambodia, Cook Islands, Fiji, Solomon Islands, Tonga and Tuvalu]. In addition, ESEAOR is active in four countries where there is not currently a Member Association [Kiribati, Lao PDR, Myanmar and Papua New Guinea]. This brings the total number of countries in which ESEAOR is working to 26.

ESEAOR’s Current Role

The ESEAOR Regional Office, with its Sub-Regional Office for the Pacific (SROP) located in Suva, Fiji serves as Regional Secretariat that provides technical and financial support to the MAs as they implement IPPF’s strategic plan – the Five A’s : (i) increasing access to FP services; (ii) information and services for adolescents and young people; (iii) reducing stigma while integrating HIV and AIDS prevention and treatment (ARVs and PMTCT) within reproductive health services; (iv) providing comprehensive safe abortion care; and (v) advocating for reproductive health and rights. Increasingly donors to IPPF are focusing on value for money and performance based funding. As a response, ESEAOR will be working more closely with MAs on how to increase and improve performance so that our MAs make a bigger difference in their communities. This will require closer linkage between strategic objectives, monitoring and evaluation and technical assistance. In line with this, the Regional Office manages a data base of MAs’ profile, past and current accomplishments and analysis of organizational and programmatic challenges that are addressed in annual program budgets and MA strategic plans. Called the MA Review Initiative (MARI), this mechanism allows the regional office to systematically provide strategic support to the MAs as well as respond to calls for restricted funding.

IPPF ESEAOR also facilitates partnerships between its MAs and government agencies, NGOs, civil society, and UN agencies in the field of sexual and reproductive health and rights (SRHR) including HIV & AIDS within and across the region. IPPF invests in building the capacity of MA volunteers and staff through trainings and workshops, mentoring, and cross-country exchanges. Further, it assists MAs in reaching their sustainability objectives through fund diversification and implementation of income-generating schemes.
