As part of our continued business expansion, we are seeking a passionate and driven Recruitment Manager to support our growing workforce needs and strengthen our talent acquisition capabilities across the Group.
The Recruitment Manager is responsible for overseeing the full spectrum of recruitment and talent acquisition activities, including internships, grants administration, and workforce planning across multiple business entities.
This role ensures timely hiring to meet business needs, supports work pass administration, and managing employee engagement & relations, HR policy development, bursary.
Responsibilities
Talent Acquisition
- Lead and manage end-to-end recruitment processes, including manpower planning, job postings, sourcing, screening, interviewing, selection, and onboarding/offboarding coordination.
- Partner with hiring managers to understand staffing needs and provide recruitment strategies aligned with business objectives.
- Develop and maintain talent pipelines through job portals, career fairs, educational institutions, and professional networks.
- Manage and strengthen employer branding initiatives to enhance the Company’s talent attraction and market presence.
- Monitor recruitment metrics and continuously improve hiring efficiency, quality, and candidate experience.
Internship Programmes
- Oversee internship programmes, including coordination with educational institutions, internship recruitment, onboarding, and programme tracking.
- Manage internship grants and ensure compliance with government grant requirements and submission processes.
Grants Administration
- Manage and administer government-related grants and funding schemes relevant to recruitment, training, and workforce development.
- Ensure compliance with grant requirements, proper documentation, timely submissions, and audit readiness.
- Liaise with relevant government agencies and internal stakeholders to maximise funding opportunities.
- Track grant utilisation and prepare reports for management review.
Performance Management
- Support and coordinate the organisation’s performance management cycle, including goal setting, mid-year reviews, and annual appraisals.
- Guide managers on performance evaluation standards and documentation.
- Track performance outcomes and identify development or improvement plans where necessary.
- Support implementation of performance improvement plans (PIPs) and provide HR advisory to managers.
Work Pass Administration
- Oversee and manage work pass applications, renewals, cancellations, and compliance in accordance with relevant employment regulations.
- Ensure proper documentation, timely submissions, and adherence to statutory requirements.
Employee Engagement & Relations
- Support and implement employee engagement initiatives, including employee programmes, recognition initiatives, and talent retention efforts.
- Administer employee bursary programmes, including eligibility assessment, documentation, and coordination.
- Manage and oversee employee grievance handling processes, ensuring concerns are addressed promptly, fairly, and confidentially.
- Assist in drafting, reviewing, updating and implementing HR policies, procedures, and guidelines to ensure compliance with employment laws and organisational requirements.
Team Leadership & Capability Development
- Lead and mentor HR team members in recruitment processes and HR administration.
- Ensure accurate record-keeping, proper documentation, and adherence to HR processes and timelines.
- Other ad-hoc duties as assigned.
Job Requirements
- Degree holder in Human Resources Management or Business Management or related discipline.
- Minimum 4 years of relevant HR experience, preferably with strong exposure to recruitment and talent acquisition.
- Prior experience in leading and managing a team for at least 2 years.
- Well versed with Singapore Employment Act and labour legislation.
- Strong interpersonal skills to work with key decision makers and various levels of employees.
- Familiar with work pass administration and employment regulations.
- Ability to work in a fast-paced and dynamic environment.
- Able to work under pressure and meet datelines.
- Hands-on individual with strong coordination skills.
