Human Resources Manager (Projects & Analytics)
About the Role:
The Human Resources Manager (Projects & Analytics) will lead strategic HR projects and drive data analytics initiatives at the corporate headquarters level for our semiconductor organization. This role requires deep understanding of the semiconductor industry landscape and must have proven work experience in both Taiwan and China. The successful candidate will partner with senior leadership and regional HR teams across Taiwan, China, and Asia-Pacific to deliver data-driven insights, optimize HR processes, and support enterprise-wide transformation initiatives.
Job Responsibilities:
a.) HR Project Management (HQ Level)
Lead corporate-level HR projects including workforce planning, organizational restructuring, HRIS implementation, and policy standardization across Taiwan, China, and regional operations.
Drive HR transformation initiatives aligned with semiconductor industry best practices and business growth strategies.
Manage cross-functional projects with IT, Finance, and Business Units for HR digitalization and system integration.
Support M&A integration, site expansion, and organizational design projects for semiconductor operations.
b.) HR Analytics & Data-Driven Insights
Develop and maintain HR analytics frameworks, dashboards, and KPIs specific to semiconductor talent metrics (e.g., engineer retention, R&D productivity, technical talent pipeline).
Analyze workforce trends including headcount, turnover, time-to-hire, compensation benchmarking, and talent mobility across Taiwan, China, and global operations.
Provide executive-level reporting and actionable recommendations to senior management and board on workforce strategy.
Build predictive models for talent planning, succession planning, and attrition risk management.
Regional HR Partnership
Partner with HR teams in Taiwan (Hsinchu/Taipei) and China (Shanghai/Shenzhen/Nanjing) to ensure alignment of HR initiatives with corporate strategy.
Navigate complex employment regulations and labor compliance requirements in Taiwan and China.
Coordinate regional HR programs including talent development, performance management, and compensation benchmarking.
c.) Process Optimization & Continuous Improvement
Drive continuous improvement in HR processes, workflows, and systems to enhance efficiency across semiconductor operations.
Standardize HR policies and practices while maintaining flexibility for local market requirements in Taiwan and China.
Job Requirements:
Education & Certification
Bachelor’s degree in Human Resources, Business Administration, Industrial Engineering, or related discipline.
Master’s degree or MBA preferred.
HR certification (e.g., SHRM, CIPD) is a plus.
Experience
Minimum 8–10 years of HR experience, with at least 3–5 years in the semiconductor or high-tech industry.
Must have hands-on work experience in both Taiwan and China (living and working in both markets).
Proven track record in HR project management, workforce analytics, and corporate HR functions at HQ level.
Experience with HRIS systems (e.g., Workday, SAP SuccessFactors, Oracle HCM) and data analytics tools.
Technical Skills
Strong proficiency in data analysis tools: Excel (advanced), Power BI, or similar BI tools.
Experience with workforce planning models, compensation benchmarking, and organogram design.
Competencies
Deep understanding of Taiwan employment law and China labor regulations.
Excellent stakeholder management with ability to engage C-level executives and senior leadership.
Strong business acumen with ability to translate complex data into strategic insights.
Bilingual proficiency: English and Mandarin (written and spoken) required.
Ability to work in a fast-paced, matrixed, multinational environment.
