Job Title: Facilities Manager
Job Summary:
Facilities Manager in a newly constructed high-tech electronics manufacturing factory located in Tuas area. He/she is responsible for a team of maintenance staff in a highly sensitive, 24/7 environments, overseeing the end-to-end facilities operations, ensuring safety and efficiency across its premises. This hands-on role demands a disciplined individual focused on optimal maintenance programs, and compliance with safety standards.
Core Responsibilities
- Integrated Facility Management: Manage facility & infrastructure to ensure factory smooth operation, incl. ELT, HVAC, fire protection etc. system. Manage soft service & customer service incl. cleaning, landscaping service, to ensure customer satisfaction.
- Critical Utility Management: Oversee complex systems essential to high-tech production, including supporting on conveyor system, air compressors, automation vertical warehouse, specialty gases, and high-voltage power systems.
- Environmental & Hazard Compliance: Manage specialized waste programs (chemical, hazardous, and industrial wastewater) in compliance with strict environmental regulations like EPA or local equivalents.
- Smart Infrastructure: Manage Smart Building Systems (BMS) and digital twins that integrate energy management with real-time occupancy and production data.
- Predictive Maintenance: Implement AI and IoT-based monitoring for early fault detection in critical HVAC and mechanical systems to prevent costly production downtime if necessary.
- Emergency Response: Lead the Facilities Crisis Response Team, developing recovery protocols for power outages, chemical spills, or system failures that could ruin production batches
- CAPEX Project Management: Support production line reconfigurations and factory expansion plans.
Requirements and Qualifications
- Education: Degree in Mechanical, Electrical, Facilities Management.
- Technical Expertise: Deep knowledge of ACMV (Air Conditioning and Mechanical Ventilation), HV/MV/LV electrical networks, NEWater, nitrogen supply, air compressors, process cooling systems.
- Certifications: Professional credentials include Facility Management certification, Certified Energy Manager (CEM), Registered Energy Manager (REM), or specialized certifications in hazardous waste and chemical handling preferred.
- Experience: At least 10 years of experience in high-tech manufacturing environments (e.g., electronic industry).
- Demonstrated experience in managing green buildings and supporting sustainability, energy efficiency, and ESG objectives.
- Strong hands-on technical capability, including preventive and reactive maintenance in mission-critical environments.
- Proven ability to troubleshoot, diagnose root causes, and drive corrective actions for facility and utility systems.
- Capability to develop technical competencies, coach teams, and build a strong safety and reliability culture.
- Mandatory EHS and Fire Safety certifications, with clear accountability for regulatory compliance and Siemens EHS standards.
- Hands-on knowledge of Smart Building technologies and systems, including BMS, EMS, digital solutions, and integration with building automation platforms.
- Digital Skills: Proficiency in CMMS (Computerized Maintenance Management Systems), SQL, and data analytics tools like Tableau or Power BI for monitoring facility KPIs are preferred.
- Sustainability & ESG: Driving energy-efficient retrofits and utility conservation to meet corporate greenhouse gas reduction targets.
- Human-Machine Collaboration: Leveraging robots for laborious tasks like floor scrubbing in cleanrooms or autonomous security patrols.
