Responsibilities

Purpose

Project Manager in Tender Management act as the focal person who transforms complex client requirements into compelling, compliant, and competitive proposals. This role is not just about managing paperwork; it’s about organizing a high-stakes process that secures multi-million-dollar opportunities and drives organizational growth.


Key Accountabilities

  • Develop tender strategy, assess and identify suitable assets to be proposed.
  • Drive tender preparation from receipt of ITB to submission & post-submission phase, as per management direction.
  • Identify & manage diverse teams assigned for tender execution including Proposal Coordinators, Engineers, Estimators and PIC across departments (PMT, Operations, Assets, Engineering, Procurement, Fabrication, Logistics, Marine, QHSE, etc.) throughout the tender process to ensure timely and quality deliverables.
  • Review Invitation to Bid (ITB), extract critical details, and conduct kick-off meetings with all disciplines.
  • Chair meetings with tender team as required including constructability reviews, readiness reviews, weekly progress meetings, and follow up on any actions
  • Conduct peer review & risk assessments to ensure technically sound execution method and robust mitigation plan identified as well as compliance with local content, legislation, and international standards.
  • Prepare Project Execution Plan, review method statements, and integrate lessons learned from previous tenders.
  • Collaborate with Legal & Contract teams and review contract qualifications preparation & finalization
  • Ensure commercial alignment with contractual & technical, work closely with estimating team on pricing strategy and oversee the commercial input (procurement, tax, insurance, etc.) for comprehensive estimate
  • Work closely with Consortium/JV partner during tender stage and coordinate the partnership arrangement including split scope, agreements and etc.
  • Communicate closely with regional BD team and gather market intelligence for competitive advantage.
  • Prepare & present tender proposal for management approval (during ATS, BRSC, ExCO, Board) & decision making
  • Follow up of the assigned tender post submission, respond to client clarification/ negotiation meeting and maintain proactive communication to secure contract award.
  • Involve in early engagement & pre-qualifications phase.


Qualification and Relevant Experience

  • Bachelor’s in Engineering – Mechanical, Civil or any equivalent
  • Minimum of 10 years operational experience in offshore EPCI / T&I projects involving activities such as Subsea, Marine, Pipelay, Heavy lift, Diving, ROV, SURF, Deepwater operations
  • Also requires a sound understanding of the engineering, legal and commercial requirements related to the working environment.
