• Bachelor’s Degree in Health Administration / Business Studies / Management.

• Familiarity with contract management, legal terms, and compliance requirement which relevant to outsourcing activities.

• Knowledge in vendor selection, negotiation and performance evaluation.

• Ability to identify and mitigate risks related to vendor performance, security and business continuity.

• Microsoft Office literacy.

• Ability to work under pressure and meet deadlines.

• Prepared to work as a team member in the manner the best.

• Ability to interact with customers in a professional and compassionate manner, particularly when dealing with patients who may have health concerns or are experiencing difficulty managing their medications. 

1) GENERAL DESCRIPTION

The Head of Service, Outsource is responsible for assisting the Chief Executive Officer and Operation Manager in implementing; evaluating, communicating & monitoring of all Outsource services and assist the Quality Services of KPJ DSH to coordinate the Quality Activities whenever is required.

2) JOB DESCRIPTION

• Ensure compliance to the termed Vision and Mission statements, goals, objectives and values of the Company.

• To communicate and coordinate with the outsource vendors on the Integrated Management System activities.

• To ensure that the outsource vendors are aware of the QSHE policy and related policies and procedures.

• To ensure that the outsource vendors comply with hospital’s requirements by updating them on the changes in the hospital system. Keep vendors/contractors updated on the changes periodically.

• To liaise with related services which are dealing with outsource services on the monitoring performance. Submit monthly monitoring report. Ensure corrective and preventive actions are taken as required.

• To check that all work as scheduled is carry out and been maintained.

• To provide checklist / monthly reports as follows: 

- Monthly inspection report for housekeeping. 

- Performance indicator report for housekeeping. 

- Monthly pest control checklist. 

- Daily clocking report for security. 

- Monthly outsource HC Duraclean and Teraju Fokus staff workforce report. 

- Monitoring changing of hygiene service and sanitary bins servicing.  

- Monthly report on performance indicator for linen.

• To ensure that the duties of handling and storing scheduled waste, selection of schedule waste contractor and coordinate with related departments on the collection and disposal of schedule waste are carried out accordingly. Ensure all schedule waste is managed and handled according to legal requirement.

• To analyze and prepare quality objective and trend report.

• To organize and coordinate meeting with the outsource vendor accordingly.

• To organize and coordinate training to hospital staffs (users) with the related outsource vendors.

• To organize and coordinate visit to outsource vendors’ premises accordingly.

• Further instruction by the Top Management of RSH or KPJ as a whole.

• Ensure to actively participate in all quality initiatives and activities by the Company.

Other Responsibilities 

• Ensure all policies and procedures of ISO 9001, ISO 14001, OHSAS 18001 and MSQH Hospital Accreditation Standard are adhered to and records maintained, if and when these programs are implemented.

• Participate in 5S activities and comply with the specified requirements.

• Ensure adhere to The KPJ Way/ Standard People Practice (SPP).

• Ensure the policies on patients and family’s rights are addressed at all times.

• Ensure to actively participate in all quality initiatives and activities by the Company.

• Ensure compliance to Patient safety goals as safety improvement measures recommended by World Alliance for Patient Safety (2008).

• To carried out duties as an employee as stipulated in Occupational Safety and Health Act and Regulations 1994. 

- To take reasonable care at work for the safety of yourself and other persons. 

- To co-operate with your employer or any other persons in the discharge of any duty. 

- To wear or use any protective equipment or clothing provided by the employer. 

- To comply with any instruction or measure on Occupational Safety and Health. 

• Ensure all policies and procedures of ISO 37001 Anti Bribery Management System (ABMS) are adhered to and responsible for integrity principles, practices, and activities at hospitals & companies if and when these programs are implemented.
